Job Summary

Under the general direction of the Vice President for Student Affairs, the Director of Resource Management provides financial and workforce administration oversight, monitoring, compliance, analysis and guidance for the departments comprising Student Affairs. The Director of Resource Management has fiscal oversight for approximately $81M and more than 30 departments’ fiscal activities in the Division of Student Affairs. The division also includes two auxiliary units which receive guidance from the Director of Resource Management but maintain their own finances. This position works in coordination with Associate Vice Presidents, division departments and colleagues in the Division of Administration and Finance as well as University Personnel.

The Director of Resource Management is responsible for revenue projections and estimates; budget development; monitoring budget versus fiscal expenditures; developing and enforcing policies and practices related to fiscal management; ensuring adequate funding is available to meet division and strategic priorities; development of business plans; leading professional development activities within the division; advising department staff regarding courses of action and compliance with purchasing, accounts payable, accounts receivable and personnel actions; leading development of a workforce strategy; and serving as a liaison with University Personnel on HR matters.

This position must develop an understanding of the nature of operations, business cycles, financial trends and areas of financial risk for each fund type including CSU Operating Fund; Student Success, Excellence and Technology Fees; Professional and Continuing Education Fund, Research Foundation; Tower Foundation; Self-Support Units, Trust Accounts, and Auxiliaries as well as collective bargaining agreements and personnel policies, practices and processes. The Director of Resource Management leads the division’s Financial and HR Committee and serves on a number of committees and leadership groups including but not limited to VPSA Council, Student Affairs Leadership Team, Finance Advisory Committee and University Personnel Advisory Council.

 

Key Responsibilities

  • Monitors all division accounts including CSU Operating Fund, Student Success, Excellence and Technology Fees, Professional and Continuing Education funds, Research Foundation; Tower Foundation; Self-Support Units, and Trust Accounts
  • Reviews proposed budget and salary actions to ensure conformance with established guidelines
  • Prepares quarterly reports of expenditures and monitors expenditures within available budget allocations. Analyzes expenditures and future needs to make recommendations for realignment to Vice President for Student Affairs
  • Works with department budget analysts to distribute salary, OE&E and federal work study funds
  • Collaborates with division staff involved with University Personnel and managers to ensure that staffing is aligned with available fiscal resources
  • Responds to requests for reports and/or financial data from the Division of Administration and Finance
  • Receives, generates and transmits reports and other correspondence related to fiscal administration and budget development to appropriate managers and budget analysts
  • Analyzes financial risks and develop action plans to mitigate risk
  • Leads the development of a workforce strategy for the Division of Student Affairs which includes employees from fie bargaining units as well as confidential staff, managers, student assistants and work study students
  • Serves as the liaison between the Division and University Personnel for policies, processes and practices including serving on the University Personnel Advisory Council
  • Reviews proposed personnel actions to ensure compliance with established guidelines and collective bargaining agreements
  • Manages and confers with University Personnel for matters pertaining to performance reviews, recruitments, collective bargaining agreement interpretations, grievances, complaints, disciplinary actions and other personnel matters
  • Manages division budget development of over $80M in multiple funds and advises the two auxiliaries within the division which account for approximately $23M
  • Advises the Vice President and Associate Vice Presidents on budget development as well as alignment of resources to support strategic initiatives
  • Forecasts and projects revenue for self-support and trust fund units. Assists auxiliaries as needed
  • Submits annual budget and requests for new funding as directed by the Vice President for Student Affairs
  • Assists self-support units and auxiliaries with annual submission of business plans
  • Develops and monitors policies and procedures related to fiscal management and workforce administration in compliance with campus policies and procedures
  • Ensures compliance with federal, state, local, CSU, Tower Foundation and Research Foundation policies and procedures related to procurement, accounts payable, transfers, accounts receivable and other fiscal transactions for all division accounts
  • Provides fiscal compliance training to division managers and staff with fiscal oversight as needed
  • Provides workforce administration training to division managers and staff as appropriate in conjunction with University Personnel
  • Reviews proposed budget and salary actions to ensure conformance with established guidelines as well as federal, state, local and CSU policies and procedures
  • Seeks out new funding opportunities for the Division of Student Affairs
  • Assists department staff with grant writing and administration

 

Knowledge, Skills & Abilities

  • Skilled in working successfully and communicating within a culturally diverse work setting
  • Thorough knowledge of and demonstrated experience in budgetary procedures, accepted accounting principles and relevant software programs
  • Demonstrated experience in long-term forecasting as well as ability to identify short and long-term funding models
  • Demonstrated ability to analyze data and make accurate projections using business mathematics and basic statistical techniques
  • Demonstrated ability to work with mathematical concepts such as probability and statistical inference as well as apply concepts such as fractions, percentages, ratios and proportions
  • Demonstrated ability to interpret and apply financial guidelines, policies and procedures
  • Demonstrated experience in administering human resources functions including recruiting, hiring, supervising and evaluating staff as well as interpreting HR policy
  • Ability to quickly learn and apply PeopleSoft and financial software programs
  • Demonstrated strong written communication skills including the ability to write business reports  
  • Demonstrated verbal communication skills including the ability to make presentations
  • Demonstrated ability to work with spreadsheets and database programs
  • Demonstrated ability to reconcile expenditure reports
  • Demonstrated ability to read, analyze and interpret technical concepts, policies, procedures, practices, reports and legal documents as well as respond to inquiries or complaints from regulatory agencies and/or members of the campus community
  • Demonstrated ability to research and analyze information
  • Demonstrated ability to develop positive working relationships with administrators, staff, students, faculty and general public
  • Demonstrated ability to work well independently and as part of a team

Required Qualifications

  • Bachelor’s Degree in business, accounting or other related area
  • Five years of progressively responsible fiscal administration responsibilities including budget development, budget monitoring, developing fiscal policies and procedures; budget forecasting; compliance; and training
  • Experience in overseeing human resources administration functions
  • Supervision experience

  • MBA or Master’s Degree in related area
  • University experience

  • PeopleSoft experience

 

Compensation

Classification: Administrator II
Anticipated Hiring Range: $11,797/month - $12,404/month
CSU Salary Range: $5,053/month - $16,221/month

The final hiring salary will be commensurate with experience.
