Position Summary

Primary Duties

Under the general direction of the Associate Dean of Regional and Continuing Education (RCE), the Financial and Operations Manager is responsible for the financial management, office operations, building management, and human resource administration for Regional & Continuing Education. Incumbent is also responsible for ongoing development and implementation of business process improvements and the effective and efficient operation of the unit.

Knowledge, Skills and Abilities

REQUIRED KNOWLEDGE:
Thorough Knowledge of:

  • Principles of administrative, personnel, and fiscal management.
  • Budgeting and development principles.
  • Effective supervisory practices and techniques, employee-employer relationships, and the management of a unit.

Working Knowledge of:

  • CSU and the State of California (or comparable systems) financial structure, policies, procedures, laws, and organizations.
  • PeopleSoft (or similar system) in a budgetary environment.
  • Principles of human resource management in a complex environment that includes both represented and non­ represented employees.
  • GAAP (Generally Accepted Accounting Principles).
  • Computer literacy and proficiency with Microsoft Office Suite programs and database management and an ability to learn additional computer software programs.
  • Fluent in the use of standard office equipment (computers, copiers, phones, fax).

REQUIRED SKILLS:
Incumbent must possess the following:

  • Professionally competent in budget, accounting, financial analysis and reporting theory and practices.
  • Demonstrated technical and analytical skills collecting, researching and putting together complex financial data.
  • Excellent organizational and time management skills.
  • Understand problems from a broader perspective and anticipate the impact of problems and solutions on other areas.
  • A high degree of personal motivation, independent judgment, and persuasiveness.
  • Skilled to establish and maintain cooperative relationships with the various partnering agencies, the campus community, and the public.
  • Excellent leadership and effective interpersonal and communication skills, both written and oral.
  • Skilled proficiency in invoicing, accounts payable, accounts receivable, and analytical reporting in a multi-user, multi-fund environment.
  • Skilled proficiency in spreadsheet macros, if/then statements, and V-lookup

REQUIRED ABILITIES:
Incumbent must have the ability to:

  • Interpret and apply a variety of complex policies, procedures, regulations and agreements, identify deviations from applicable policies to carry out responsibilities in accordance with University policies and applicable laws.
  • Reason logically, collect and analyze data/information, establish facts, draw valid conclusions and make appropriate recommendations.
  • Produce accurate, in-depth fiscal analytical studies.
  • Create budget scenarios and projections.
  • Develop metrics and apply them to budget models.
  • Establish and maintain cooperative working relationships with a service-oriented focus
  • Train, evaluate, lead, and motivate others.
  • Prepare and present oral and written reports / data which are clear, concise, and comprehensive.
  • Effectively present information and respond to questions from groups of managers, customers, and the general public.
  • Manage heavy workload with multiple priorities and projects with frequent interruptions and changes with effectively providing excellent customer service.
  • Plan, organize resources, delegate effectively and direct the work of subordinates to meet program goals.
  • Use tact, diplomacy and discretion when handling sensitive and/or confidential matters or materials.
  • Adapt to the dynamics of organizational, procedural and policy change, demonstrate flexibility and patience with changing expectations (e.g. technology, responsibilities and assignments).
  • Prioritize and organize resources, especially staff, to meet program goals.

Required Education and/or Experience

The equivalent a bachelor’s degree in business, public administration, or related area of study.
AND
Five years of significant relevant experience in financial management and work experience that demonstrates progressive growth in responsibilities.

  • Two years of supervisory experience.
  • Experience in the collection and evaluation of data to develop valid conclusions and recommendations.

Preference may be given to applicants with the following as they may be considered specialized skills:

  • Masters degree from an accredited University.
  • Knowledge of accounting and student information/registration tools, e.g., Insight, cdd.net, Quick-books and CMS.
  • Experience working in an environment that includes both represented and non-represented employees, including exempt and non-exempt employees of a 501c3 auxiliary.
  • Knowledge of CSU policies and procedures
Special Requirements
  • This position is a Higher Education Employer-Employee Relations Act (HEERA) designated managerial position and comes under the Management Personnel Plan (MPP) of the California State University. Individuals appointed to management positions serve at the pleasure of the President or designee. They are excluded from the collective bargaining process, are not subject to probationary service, and do not receive tenure or permanent status. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
  • The duties of this position will include participation in a decision that may have a material/financial benefit to the incumbent. Therefore, this is a “designated position” under the California State University’s Conflict of Interest Code and the incumbent will be required to file a Form 700: Statement of Economic Interest and is subject to the regulations of the Fair Political Practices Commission.
  • The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
  • A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position. This is considered a sensitive position. PHYSICAL REQUIREMENTS:
Incumbent/applicant will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation. This position alternates between remaining in a stationary position operating a personal computer for long periods of time and frequently moving about inside the office. Must be able to travel across campus to other offices and buildings for meetings and events.

WORK ENVIRONMENT:
Work is performed in a typical office environment operating standard office equipment.

Benefit Information

CSU, Chico offers a number of benefits to its employees (e.g., sick leave, vacation, health insurance). Eligibility for standard CSU benefits is based on an appointment of half-time or more for a period exceeding six months. Employees appointed less than half-time or less than six months are not eligible for standard CSU benefits but do receive prorated sick leave and vacation.

Eligibility for Affordable Care Act (ACA) benefits is based on an appointment of at least three-quarter time, hired to work a minimum of 130 hours per month over the course of the appointment or works an average of 130 hours or more per month during the measurement period. The ACA guidelines provide for health coverage or FlexCash only. ACA does not provide dental or vision plan coverage.
