Position Summary

Primary Duties

Under the general direction of the Director, Labor Relations and Compliance and the oversight of the Labor Relations Compliance Manager/Chief Investigator, incumbent will investigate EEO, Title IX, and other employee complaints, grievances, and personnel matters. Incumbent will coordinate between HR units and the campus community to investigate employment and university matters, resolve disputes, and resolve grievances and other complaints. The essential duties require the incumbent to interpret and apply specific operating policies and procedures, perform research, prepare reports with recommended courses of action, make in-depth analytical studies and investigations which may have broad impact, develop strategic solutions to complex problems as well as make recommendations for changes in policy or procedures, and may handle problems of a highly confidential and sensitive nature. Incumbent will work both independently and collaboratively with our diverse campus community.

Knowledge, Skills and Abilities

Must possess the experience to be fully proficient in performing most or all of the work assignments defined in this positions.
Comprehensive knowledge of:

  • Office methods, procedures, and practices.
  • English grammar, punctuation, and spelling.
  • An in-depth understanding of current compliance, regulatory and risk management policies relevant to areas of responsibility.
  • Interview and observation techniques.

General knowledge of:

  • California and Federal laws concerning Discrimination Complaints (EEO, Title IX, ADA, FEHA, etc.).

Basic knowledge of:

  • The principles of organizational structure, administration protocols and management practices.
  • Research, techniques and statistical methods.
  • Computer literacy and proficiency with Microsoft Office Suite programs and database management and an ability to learn additional computer software programs.
  • Fluent in the use of standard office equipment (computers, copiers, phones, fax).

Required Education and/or Experience

Must possess the experience to be fully proficient in performing most or all of the work assignments in this position. This experience would normally be obtained through a degree or professional training program in areas such as Law, Business Management, Public Administration, or Human Resources, and two years directly related work experience in Employee Relations or conducting personnel investigations;
The equivalent combination of education and experience.

Additional Requirements for this Position

Candidates selected to move forward in the process will be required to complete a writing exercise at the time of the interview.

Recruitment Preferences

Preference may be given to applicants with the following as they may be considered specialized skills:

  • Bachelor’s Degree
  • Experience conducting investigations.
  • Five years of progressively responsible experience in human resources or law related discipline or equivalent.
  • Experience in a collective bargaining setting.
  • Experience in a higher education environment.
  • Experience developing and delivering effective training programs.
  • Experience working with diverse communities and promoting diversity within institutions.
  • Sufficient foreign language fluency to conduct investigation interviews in another language.
  • Knowledge of common foreign language terminology sufficient to convey discrimination, harassment and legal concepts.
Special Requirements
  • The person holding this position is a “Limited Mandated Reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 revised July 21, 2017 as a condition of employment.
  • This position is a Higher Education Employer-Employee Relations Act (HEERA) designated managerial position and comes under the Management Personnel Plan (MPP) of the California State University. Individuals appointed to management positions serve at the pleasure of the President or designee. They are excluded from the collective bargaining process, are not subject to probationary service, and do not receive tenure or permanent status. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
  • This position is designated as a Campus Security Authority (CSA) under the Clery Act and is required to comply with the requirements of this designation.
  • A valid California Driver’s License must be maintained throughout employment in this position, as well as successful completion and continued compliance with CSU Defensive Driving Course.
  • Work evenings and weekends as necessary.
  • A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Incumbent/applicant will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation. This position alternates between remaining in a stationary position operating a personal computer for long periods of time and frequently moving about inside the office. May need to travel across campus to other offices and buildings for meetings and events.

Work is performed in a typical office environment operating standard office equipment.

Benefit Information

CSU, Chico offers a number of benefits to its employees (e.g., sick leave, vacation, health insurance). Eligibility for standard CSU benefits is based on an appointment of half-time or more for a period exceeding six months. Employees appointed less than half-time or less than six months are not eligible for standard CSU benefits but do receive prorated sick leave and vacation.

Eligibility for Affordable Care Act (ACA) benefits is based on an appointment of at least three-quarter time, hired to work a minimum of 130 hours per month over the course of the appointment or works an average of 130 hours or more per month during the measurement period. The ACA guidelines provide for health coverage or FlexCash only. ACA does not provide dental or vision plan coverage.
