San Diego State University is seeking a skilled and dedicated Budget Analyst to join our Division Care Operations. Under the general supervision of the Lead, Division Care Operations, and the direct supervision of the Associate Director of Division Care (shared services), the Budget Analyst will play a crucial role in administering the BFA divisional and departmental operations budget and providing consultative budget services to the divisional leadership team.
Key Responsibilities:
- Budget Analysis and Administration: Perform budget analysis work to administer the BFA divisional and departmental operations budget.
- Consultative Services: Assist in providing consultative budget services to the divisional leadership team.
- Professional Budgeting Work: Apply general knowledge and understanding of budget and financial accounting principles and practices to less complex work assignments, expanding practical experience and developing professional judgment.
- Supervisory Duties: Provide work direction to other professional and/or technical staff as needed.
Specific Duties:
- Budget Surveys and Investigations: Survey and investigate budget matters, collect information from national databases and other higher education institutions.
- Advisory Services: Consult with and advise responsible officials on fiscal organization, procedures, and related problems.
- Budget Request Analysis: Analyze budget requests, including projection and revenue costs, posting of budget data, and continuous budgetary control of appropriations.
- Documentation: Draft text materials to summarize, analyze, and justify budget programs.
- Financial Studies: Gather data and conduct studies on financial administration issues.
- Support Higher-Level Budget Analysts: Assist with position control, labor cost distribution, and budgetary control functions.
- Training and Instructions: Provide information and instructions to management and employees regarding specific phases of budgets and financial procedures.
- Report Preparation: Prepare related reports and correspondence for higher-level review.
- Business Process Documentation: Document and maintain business processes, standards, and procedures.
- Financial Systems Troubleshooting: Provide initial troubleshooting for financial systems issues and participate in system upgrades and testing.
- Data Management: Conduct extensive financial data compilation, querying, and analysis using integrated financial systems or other records management systems.

Position Information

- Designated non-exempt under FLSA and eligible for overtime compensation.
- Standard SDSU work hours: Monday – Friday, 8:00 a.m. to 4:30 p.m. (may vary based on operational needs).
- This position is approved for partial telecommuting with onsite work in San Diego.

Department Summary
San Diego State University is a dynamic and exciting organization and is one of 23 campuses in the California State University (CSU) System. The Division of Business and Financial Affairs (BFA) is at the heart of some of the larger projects on campus in recent years, including the construction of Snapdragon Stadium, as well as the implementation of my.SDSU. As part of BFA, the Department of Financial Operations is responsible for the financial and budgetary controls and procedures of the University and is directly responsible to the Vice President for Business and Financial Affairs. The Associate Vice President for Financial Operations has responsibility for Audit, Budget and Finance, Financial Operations, Procure-to-Pay, Shared Services, and the University Controller's Office, which includes the University Bursar’s Office, Tax, Accounting Services, Financial Reporting, and Financial Systems Management and Analysis.
The Business & Financial Affairs Division Care (shared services) unit is responsible for providing the division with efficient, effective and customer-friendly consultation and support by facilitating financial, procure-to-pay, position management and other related administrative transactions on behalf of BFA departments. BFA Division Care is comprised of a project-focused team and an operations-focused team; the project team provides financial and procure-to-pay support for facilities and construction projects; the operations team provides operational (non-project) financial, procure-to-pay, position management and other related administrative transactional support to department and divisional management.

Education and Experience
Experience: Two years of progressively responsible professional experience in analyzing data including one year involving duties such as preparation, justification and analysis or the control and administration of a budget or budgetary process.
Education: Equivalent to a bachelor’s degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.

Key Qualifications
- Experience in using Microsoft Excel, Word and PowerPoint.
- Experience with Oracle Financials and PeopleSoft Human Capital Management.
- Experience with query tools (e.g. Brio, MS Excel, SQL, etc.) to extract data for use in a wide variety of analytical tasks.
- Knowledge and understanding of the CSU Budget structure, FIRMS budget structure and the University organizational structure is preferred.

Compensation and Benefits
Starting salary upon appointment is not expected to exceed $4,520 per month.
Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.
