The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary
The anticipated salary hiring range is up to $160,008 per year, commensurate with qualifications and experience.
Work Arrangements

Position Information
The California State University, Office of the Chancellor, is seeking a Director, Financial Reporting to be responsible for California State University financial reporting, including accounting policy, procedures and guidance, for universities and component units. The incumbent coordinates the systemwide annual reporting close, external audit(s) and oversees the systemwide tax program. The director acts as liaison with the external auditors, university, and component units’ financial officers, and state financial officers.

Responsibilities
Under the general direction of the Senior Director, Systemwide Financial Standards & Reporting, the Director, Financial Reporting will perform duties as outlined below:
Leads Financial Reporting
Leads the preparation of systemwide financial reports:
-Year-end financial statements to the State Controller's Office;
-GAAP financial statements, including review of component unit financial statements;
-Single Audit Reports, including Federal Clearinghouse data collection;
-The IPEDS report to the federal government;
-The NCAA financial reporting requirements and other reports, as needed.
-Supervises implementations of new GAAP accounting standards (GASB and FASB).
-Guides the preparation of the presentation of financial and audit data to the Board of Trustees.
Supervises Financial Information Analysis
Manages the maintenance of financial structure and business processes.
-Oversees the uniform structure of financial information for all universities, the Chancellor's Office, and component units.
-Guides uniform data definitions, including maintenance of the systemwide chart of accounts and derivations rules for financial data across various applications.
Ensures Accuracy of Financial Data
-Coordinates guidance efforts, an essential quality-control function that ensures the consistency of financial reporting.
-Reviews financial data included in various documents, websites, and materials. Oversee the preparation of financial data for a variety of systemwide reports of financial data, like the CSU Fact Book.
-Oversees projects to transition to updated business processes and procedures related to financial reporting.
Oversees the External Reporting and Audit Process
-Serves as the CSU's liaison with the State Controller's Office (SCO), responsible for annual reporting requirements and determining actions needed to remain compliant.
-Oversees review of auxiliary organization auditor qualifications.
-Acts as primary contact of systemwide external auditors
-Assists universities in any audit related concerns or issues.
Coordinates Financial Accounting & Reporting Policies, Procedures and Training
-Acts as accounting and reporting subject matter expert, initiating new accounting policies and procedures, as necessary.
-Ensures delivery of guidance and related training for the CO and SW community (as needed).
-Coordinates participation in systemwide initiatives to improve consistency in the financial reporting.
-Participates in various committees and workgroups (as needed).
Leads Tax Administration
Oversee the systemwide tax program, which:
-Monitors new laws for their impact on CSU.
-Guides procedures and opinions on applicability of the law and advising campuses in tax regulation compliance.
-Coordinates systemwide tax training programs.
-Oversee preparation of various filings and returns to various tax authorities, like the Internal Revenue Service, as required.
-Supervises guidance efforts, an essential quality-control function that ensures the consistency of tax reporting.
Qualifications
This position requires:
-Bachelor's degree in accounting, finance, business administration or related field.
-Five years in a supervisory role.
-Eight years of related experience in an accounting/business environment.
-Five years of experience in financial reporting and analysis.
-Five years of experience in financial analysis and reporting in a higher education or governmental environment.
-This position requires a strong working knowledge of complex accounting, including fundamentals of governmental accounting, reporting, and tax.
-The incumbent must possess strong problem solving, analytical, organizational, and communication skills.
-Strong leadership and management skills.
Preferred Qualifications
-CPA preferred.
-CSU financial systems, information classification, reporting requirements, and financial statement preparation.
-Masters' degree, or higher degree, preferred.

The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent.
