Position Summary

Primary Duties

Performs duties under general supervision, and as a member of a team that provides voice and data network support to the campus community. Responsible for varying levels of field service work to include installation, repair, and troubleshooting of the voice and data physical infrastructure. The incumbent would act as a backup to a technician who has lead responsibilities that include continuously monitoring, troubleshooting, maintaining, and upgrading the campus communications systems. Also responsible for varying levels of maintenance and repair of campus communications systems including campus PBX, standard analog telephones, and local and wide area networks.

Knowledge, Skills and Abilities

KNOWLEDGE:
Incumbent must possess:
In-depth knowledge of:

  • Cable and wiring standards as defined by the institution and industry standards and configure systems to meet requirements.
  • How to terminate copper and fiber optic cabling.
  • Telephone test equipment.
  • POTS, ISDN, private line data, and PBX systems.

Thorough knowledge of:

  • Electronics and electronics technology.
  • Programming concepts; has the technical understanding to work with vendors and/or subject experts in system programming to isolate and solve equipment related problems.
  • Operating system features and network protocols as applicable to equipment area.
  • Electronic (digital or analog) theories, mechanical design, and understanding of the operation and use of the equipment and systems commonly utilized in the assigned area.

Working knowledge of:

  • SNMP and cable performance test equipment.
  • Local exchange carrier’s policies and procedures.
  • General construction/trades knowledge.
  • Hand tools and power equipment.
  • Personal computers in a Windows environment, and software experience to include Microsoft Office (word processing, email, spreadsheet), work order/service order, and inventory.

General knowledge of:

  • Digital and analog theories (or related technical areas) and ability to apply these in resolving equipment repair and system performance problems.
  • Applicable industry and safety codes and/or standards that apply to work environment and equipment.

Familiarity with:

  • Materials, methods, and techniques used in the completion of equipment service
    assignments.
  • Adept at using required tools, including computer systems, to accomplish tasks.

ABILITIES:
Must have the ability to:

  • Track system performance and ensure system/equipment reliability using knowledge of system/equipment operation thresholds and optimal performance levels.
  • Utilize specialized software utilities and features in assigned equipment, and install and configure standard software.
  • Create system layout and develop operating procedures.
  • Prepare network diagrams or system schematics with an understanding of component functionality.
  • Physically install and configure equipment, connections, wiring and cable as required working from layout or plans.
  • Read and understand technical manuals and related documentation for equipment/systems that interconnect with or interface to installed equipment base.
  • Use operating system features and network protocols as applicable to equipment area.
  • Use common package application programs.
  • Differentiate between hardware and software problems.
  • Assemble components and parts, and/or cable or wiring, by reading and interpreting reference manuals and schematics.
  • Use a variety of test equipment and diagnostic software to ensure system operation.
  • Machine tooling capability and/or ability to work at the component level.
  • Successfully and efficiently implement all service requests.
  • Coordinate multiple service requests and projects successfully.
  • Anticipate and deal with problems arising from needs for equipment/systems enhancements and upgrades to fulfill changing needs.
  • Communicate effectively and tactfully, sharing and communicating information effectively.
  • Perform duties as assigned.
Required Education and/or Experience

The prerequisite foundation of knowledge and skills in technical systems and equipment would normally be obtained through an associate of arts degree in electronics, telecommunications, or industrial technology or equivalent education, training, and/or directly related experience.

Recruitment Preferences

Preference may be given to applicants with the following as they may be considered specialized skills:

  • 3+ years maintaining a PBX solution to include, analog, digital and voice over IP technology, (e.g. Skype for Business) and Voicemail services.
  • Hold a technical arts degree in electronics, telecommunications, or industrial technology, or equivalent education/training.
  • Experience in successfully and efficiently implementing service requests and completing projects.
Special Requirements
  • The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
  • A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.   • The selected candidate must pass a post-offer pre-employment physical examination and vision tests including distance vision, color blindness, depth perception, and focus adjustment.

This position alternates between remaining in a stationary position operating a personal computer for long periods of time and frequently moving about inside the office; requires the need to regularly position self to lift, move, install and maintain computer and network equipment, e.g. crouching and crawling under workstations, and ascending and descending ladders; work may be performed in confined spaces and above ceilings. Requires the need to travel across campus to other office buildings. Good balance, agility, ability to distinguish color, and occasional lifting up to 35 lbs. is also required.

Benefit Information

Eligibility for standard CSU benefits is based on an appointment of half-time or more for a period exceeding six months. Employees appointed less than half-time or less than six months are not eligible for standard CSU benefits but do receive prorated sick leave and vacation.

Eligibility for Affordable Care Act (ACA) benefits is based on an appointment of at least three-quarter time, hired to work a minimum of 130 hours per month over the course of the appointment or works an average of 130 hours or more per month during the measurement period.
