Position Summary

Primary Duties

Under the general direction of the Assistant Vice President for Staff Human Resources, the Manager of Benefits, Leaves, and Workers’ Compensation will oversee and administer employee leaves, workers’ compensation, return to work, and benefits programs to ensure compliance with applicable laws, guidelines, regulations, policies and procedures. As the subject matter expert, incumbent will provide leadership, support, and back-up to the staff in both the benefits and the leaves/workers’ compensation units while ensuring strict protocols are followed to ensure proper compliance as applicable and that confidentiality of sensitive issues is maintained. Additional responsibilities include close collaboration with other units in the Human Resources Services Center, Faculty Affairs, the Chancellor’s Office, the State Controller’s Office (SCO), Cal Employment Development Department, CalPERS, and any other entities that will aid in providing accurate and consistent services to our employees.

Knowledge, Skills and Abilities


  • Comprehensive knowledge of current federal and state laws, CSU and campus policies and procedures, applicable university infrastructure, or similar type knowledge with regards to employee benefits, leaves of absence, disability, retirement and workers’ compensation.

Thorough knowledge of:

  • Principals of management, planning, organizational structure and directing a program.

General knowledge of:

  • Effective supervisory practices and techniques, employee-employer relationships, and the management of a unit.
  • A variety of employee benefits and leave of absence/disability plans
  • Federal and state laws/regulations related to benefits (e.g. COBRA, workers’ compensation, FMLA)
  • Fluency in the use of standard office equipment (computers, copiers, phones, fax) and computer software such as Microsoft Word, Excel, Outlook, and PowerPoint, and database management.

Required Education and/or Experience

Requires a four year degree or the equivalent experience in workers’ compensation, benefits, leaves and disability programs.
Two (2) years of related work experience, which may include some of the following functions: benefits, leaves and workers’ compensation administration, employee relations, or other Human Resources functions.

Recruitment Preferences

Preference may be given to applicants with the following:

  • Bachelor’s degree preferably in Human Resource Management or Public/Business Administration.
  • Experience working in the CSU.
  • Recent and relevant experience in one or more of the following; benefits administration, employee leave programs, and/or workers’ compensation oversight.
  • Recent experience managing staff.
  • Recent experience writing departmental process instructions and protocols.
  • Experience working in a collective bargaining environment.
  • Multi-lingual/bilingual skills.
Special Requirements
  • The person holding this position is considered a “Limited Mandated Reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 (revised July 21, 2017) as a condition of employment.
  • A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.   • This position is a Higher Education Employer-Employee Relations Act (HEERA) designated managerial position and comes under the Management Personnel Plan (MPP) of the California State University. Individuals appointed to management positions serve at the pleasure of the President or designee. They are excluded from the collective bargaining process, are not subject to probationary service, and do not receive tenure or permanent status. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

Incumbent/applicant will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation. This position alternates between remaining in a stationary position operating a personal computer for long periods of time and frequently moving about inside the unit. Will require travel across campus to other offices and buildings for meetings and events.

The office is a typical office environment with standard office equipment. It is often a fast-paced work environment serving a large number of students and working on a variety of programs and projects. The position involves frequent to constant interaction with faculty and staff. May requires walk/travel across campus to other offices or buildings.

Benefit Information

CSU, Chico offers a number of benefits to its employees (e.g., sick leave, vacation, health insurance). Eligibility for standard CSU benefits is based on an appointment of half-time or more for a period exceeding six months. Employees appointed less than half-time or less than six months are not eligible for standard CSU benefits but do receive prorated sick leave and vacation.

Eligibility for Affordable Care Act (ACA) benefits is based on an appointment of at least three-quarter time, hired to work a minimum of 130 hours per month over the course of the appointment or works an average of 130 hours or more per month during the measurement period. The ACA guidelines provide for health coverage or FlexCash only. ACA does not provide dental or vision plan coverage.
