Position Summary

Primary Duties

The Executive Director of Public Affairs and Publications, reporting to the Vice President for University Advancement (VPUA), leads the University’s public relations efforts and oversees its centralized publications, marketing, advertising, media relations and community relations efforts. Serves as the liaison with the Chancellor’s Office, providing information, stories and assistance when needed. Within University Advancement, the incumbent works closely with the VPUA, AVP for University Development and other senior management to plan and shape communications for the Division. Incumbent will also oversee the preparation of speeches and large scale communications from the University’s President.

Knowledge, Skills and Abilities

KNOWLEDGE:
Thorough knowledge of:

  • Standard theories, practices, principles, and techniques related to marketing, public relations and communications.
  • Media outlets such as print, television, and radio, and web-based, digital and social media, including planning media coverage and media publicity campaigns for the University and events.
  • Copyright and other applicable laws pertaining to publications and the media.
  • Web, digital and print communication techniques, vehicles and formats.
  • Marketing and communications research techniques and methods.
  • Management principles, practices, and techniques.
  • Effective supervisory practices and techniques, employee-employer relationships, and the management of personnel.
  • Strategic planning and goal setting, and project management necessary to monitor progress and time lines.

Working knowledge of:

  • Protocols and institutional etiquette related to public and media relations.
  • Summary statistics as they relate to research or sports information.
  • The principles of planning, management, and directing a program
  • Organizational development and administrative, and fiscal management
  • Applicable software packages such as Microsoft Outlook, Word, Excel, InDesign and Adobe Photoshop.
  • Computer literacy and proficiency with Microsoft Office Suite programs and spread sheet programs especially Excel, as well as willingness and an ability to learn additional computer software programs.
  • Fluent in the use of standard office equipment (computers, copiers, phones, fax).

  • Learn, interpret and carry out responsibilities in accordance with University policies, procedures.
  • Provide vision, motivation, leadership and guidance to faculty, staff, and volunteer leaders.
  • Manage and motivate staff and volunteers and to work closely with faculty and senior-level administrators
  • Establish and maintain cooperative working relationships as a leader and a team member, with a diverse population of faculty, staff, students, and a variety of stakeholders, donors and community members.

Required Education and/or Experience

Requires a bachelor’s degree from an accredited institution.
AND
Five years of progressively responsible experience in communications/public relations, two will demonstrate a level of management and leadership experience.

Special Requirements
  • The person holding this position is considered a “Limited Mandated Reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 (revised July 21, 2017) as a condition of employment.
  • This position is a Higher Education Employer-Employee Relations Act (HEERA) designated managerial position and comes under the Management Personnel Plan (MPP) of the California State University. Individuals appointed to management positions serve at the pleasure of the President or designee. They are excluded from the collective bargaining process, are not subject to probationary service, and do not receive tenure or permanent status. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
  • The duties of this position will include participation in a decision that may have a material/financial benefit to the incumbent. Therefore, this is a “designated position” under the California State University’s Conflict of Interest Code and the incumbent will be required to file a Form 700: Statement of Economic Interest and is subject to the regulations of the Fair Political Practices Commission.
  • Throughout employment in this position incumbent must maintain a valid California Driver’s License as well continued completion and compliance of the CSU Defensive Driver’s Training course.
  • A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position. This is considered a sensitive position. PHYSICAL REQUIREMENTS:
Incumbent/applicant will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation. This position alternates between remaining in a stationary position operating a personal computer for long periods of time and frequently moving about inside the office. Must be able to travel across campus to other offices and buildings for meetings and events.

WORK ENVIRONMENT:
This position involves frequent to constant interaction with students, parents, guests, faculty and staff. The office is a typical office environment with standard office equipment. At times, is a fast-paced environment requiring a flexible schedule. Early morning, evening or weekend hours may be required, as needed to travel and complete work, projects or reports. May occasionally work outside and locations may include even and uneven walking surfaces, exposure to weather changes such as temperatures, humidity or precipitation. This position also requires travel.

Benefit Information

CSU, Chico offers a number of benefits to its employees (e.g., sick leave, vacation, health insurance). Eligibility for standard CSU benefits is based on an appointment of half-time or more for a period exceeding six months. Employees appointed less than half-time or less than six months are not eligible for standard CSU benefits but do receive prorated sick leave and vacation.

Eligibility for Affordable Care Act (ACA) benefits is based on an appointment of at least three-quarter time, hired to work a minimum of 130 hours per month over the course of the appointment or works an average of 130 hours or more per month during the measurement period. The ACA guidelines provide for health coverage or FlexCash only. ACA does not provide dental or vision plan coverage.
